Political Power in the Cyclical System

 From the event known as conception, in our country of course, the subject is the use of law, however, this protection stipulated by the Colombian Civil Code is imaginary in a given space, similar to the experiment "Schrödinger's cat", since the human who is in a state of conception is protected as long as he is in the optimal and favorable conditions with the nature of life; in the event that the baby is not born, or is separated from his mother and "live" independently, it is considered never to have been born. So the fetus as the cat is alive and dead at the same time, and we do not know what can happen in this process until the box is removed, or in this case it is born.

Alternatively to the fact that the newborn is separated from his mother, in any part of the national territory the right is made, this entails obligations and the generation of a social contract with the state, this only becomes effective when the infant becomes visible to the children. established demographic control systems, where they are assigned a name, a nationality and a personality. Right at this moment, the state as a regulatory entity will take its position of control in the relationship that occurs between citizen-state; The system presented by David Easton "The black box" is the most successful in explaining a symbiotic functioning between people and the state.

The Colombian Political Constitution is described in such a way that the state is by and for the people, because we as a people who do not belong to any entity of the organic system of the branches of power, we have the capacity and power of decision of said public positions through of popular voting, this is of vital importance in the system of checks and balances of the branches of power; the positivization of behaviors in the social system are necessary insofar as a behavior is a determining factor of a violation of the "natural" functioning, or of another entity. For this reason, theoretically speaking, the CPC fully establishes some guidelines by which the social environment is controlled by certain norms, so that the behaviors typified in the different national codes that interpret interpersonal relationships of different themes, indiscriminately involve control the state and its role as regulator; By exemplifying the murder, I allow myself to establish that as it is a behavior typified in the Penal Code, it will be penalized according to the degree indicated or interpreted through a trial.

A murder perpetrated with brutality implies a greater punishment than an “accidental” murder such as that of a traffic accident, therefore, the legislation must establish a system of punishments according to the penalty. The aforementioned is in a constant interconnection of the faculty of the Colombian institutionality in its functionality, as it happens in the non-prosecutable crimes, since these previously typified crimes are of a priority nature for the intervention of the state; otherwise, with crimes that require a complaint, they imply an action by the victim to exercise systematic operation, since the state cannot intervene without the aforementioned prerequisite.

The state system in its interpretation of the requirements demanded by the people makes a schematization of the problems presented: "poverty index, immigration, violence, etc." According to the especially quantitative results of the research, the establishment of equally quantitative goals is carried out to give results of public policies implemented in society. In the constitution of 91 a figure of utmost importance was established in the feedback of the state system, since guardianship led to the obligation to comply with fundamental rights, thus generating a cyclical evolution where the error or disturbance generated by the state implies the correction of such conduct contrary to rights. The clearest example was Law 100, where the health system established parameters where a certain population was in conflict and was subject to the right to guardianship; In quantitative terms, it could be said that by establishing this, compliance with the law would decrease, but protecting said conduct implies an evolution of the system in its residual improvement.

There are several figures that involve feedback from the system, such as the right to petition, habeas corpus, habeas data, etc. In this way, the system receives an evaluation of its operation, as well as its field to develop and implement the state intervention policy.

Education fulfills a determining factor in the development environment, since the system needs everyone's intervention in the evolution of the system itself, directly with economic growth, since the quantitative values ​​generated by said company-state coupling, it is the limitation of financial growth; The tributes and taxes that the state implements in its development, directly limits the economic growth of the people, so it is necessary that the state be open to communication with the people. The CPC falls short in practice, because, even though the people elect their leaders, they are not listened to by them, thus breaking the previous scheme of a functional political system. Protest being a constitutional right and the conduct that the state has taken as a regulatory entity has become repressive, as established by Easton, will allow in the future that the entropy generated by the vandalism of the field of systematic evolution, as well as the implementation of a renewing and effective political culture, however, in our country it is difficult to speculate such a future, since the power that the executive has gained is disproportionate and all its institutions are corrupt due to monetary importance.

The general system theory presents us with the functioning and the interpretation that the state gives to the biological, philosophical, cybernetic, etc. knowledge currents. Therefore, the state entity is a conditioner of typified and positivized limits where the behaviors of the population are controlled.

The system is a cyclical power, since the faculty of the state is provided by the people, and the state regulates the behavior of the people in society; therefore, every typified action has an equivalent consequence. The constituent power is in the people, but it seems that Colombians have forgotten our role as feedback and contractors of the state entity.
